Bernard O'Connor

With over forty seven years’ experience in the Customs and International Trade arena, I have been involved in a broad range of activities since 1973, ranging from deep-sea container shipping and European road transport operations through to Customs project implementation and trade training.

Originally a Fellow of the Institute of Freight Forwarders (now merged with BIFA), I have been active for many years at a local level here in Manchester, where together with forwarding colleagues, I was involved in the introduction of paperless computerised Customs clearance at Manchester’s Inland Clearance Depots.
My time on secondment with HM Revenue & Customs saw me working on international trade projects including the National Export System (NES), the New Computerised Transit System (NCTS) and SAD Harmonisation (SADH).

My involvement with Customs clearance these days consists of undertaking test declarations on both CHIEF and CDS systems and I regularly undertake Customs compliance pre-audits, export control pre-audits, educational and training seminars, compliance awareness and technical assistance in most aspects of international trade procedures.
